if anyone uses the old CandyRo can he/she connects even if he/she doesnt downloaded the full Candy Ro?

Yes, you can. Candy Complete is just for those that don't want to download kRO, Sakray, and CandyRO in different parts.
Candy Complete has everything that you need.
